Ed established Yaupon Technologies LLC in 2019. He has a broad range of executive experience in leadership, technology, program management, outsourcing, business process improvement, procurement, organizational change, public policy and regulatory environments. His clients benefit from his inside knowledge of Texas public sector processes related to budgets, contracts, governance, organization and decision-making.
From 2012 until 2017, Ed served as the Deputy Executive Director and Acting Executive Director for the Texas Alcoholic Beverage Commission. In that role, he developed and executed agency-wide goals, strategies, policies, and rules. He oversaw the day-to-day operations of 635 employees with statewide regulatory and law enforcement missions. He led TABC’s licensing, enforcement, audit and investigations, excise tax and marketing practices, education and prevention, ports of entry, business services (including purchasing and budgeting), information technology, human resources and training.
Ed began working for the State of Texas in 2007 as Assistant Director of Innovation and Technology for the Texas Comptroller of Public Accounts. He led the build-out of the Comptroller’s new data center and implementation of a unified call center. In 2009, he moved to the Texas Department of Information Resources as a Deputy Executive Director. There he led the re-procurement of the statewide Data Center Services contracts, including the multi-services integrator, serving 28 state agencies. He also led the establishment of the statewide technology governance model still in use.
In his first career, he served nearly 24 years on active duty in the US Air Force in the areas of technology, intelligence and space. His service accomplishments include three command assignments, three below-the-zone promotions and numerous distinguished military decorations including the Legion of Merit and the Defense Superior Service Medal. He retired as a full Colonel in 2006, after serving in his final assignment as the Commander of the nearly 1300 airmen, civilians and contractors of the 45th Mission Support Group at Patrick AFB Florida.
Ed holds a Bachelor of Science degree in Electrical Engineering from the University of Texas at Austin. He also holds Masters’ degrees from the U.S. Army Command and General Staff College at Fort Leavenworth, Kansas in Military Art and Science and from the Air War College at Maxwell AFB, Alabama in Strategic Studies. Ed graduated from the University of Texas System Basic Police Officer Academy at the top of his class in 2016.
